Using one-to-one meetings or workshops to uncover issues and structure the client's real requirements. This stage often includes some initial, exploratory analysis.

Concept of Assessment

This will confirm the assessment approach (for example, comparison of options at constant cost), the measures of effectiveness/success, the context/scenarios and the data to be used.

Deployment of tools and models

This is where the value-added data and information are generated, and the 'best' strategy option is identified in line with the Concept of Assessment.
